 Sir,I would like to submit my honest feedback with regard to the online application system for land transaction. My initial application was submitted online on 24th October 2016. I have been following up with the Thromde on the status of my application but the Thromde officials told me they were not given user name and password to access the system. I waited until 8th November 2016 i.e. when my application was rejected. I had resubmitted by application on the same day and it was accepted through the online system. As per land act the cooling period was 30 days which in my case ceases on 8th December 2016. However, upon following up with the Thromde, they told me to follow-up with NLCS. I did make an inquiry over Phone to NLCS, but i am told that the officials were yet to receive training and their user name plus password. It is to be noted that firstly, the very objective of making it online is to avoid citizens running from offices to offices. If I were to follow-up in person as advised by Thromde officials, the very purpose of making it online is defeated. Secondly, Prior to implementing the system, the officials should have been trained so that no process is delayed once commissioned.  Sir/Madam,i would like to inform that we have excess land i,e above 25acres land with our family under same household although land are registered in the name of two owners. At present some of our family members got their census transferred after allotment of new gung at the Dzongkhag level, but we couldn't update census record at the Dzongkhag land record since the Dzongkhag told us to that it has to be updated with the national land commission at Thimphu. So in this regard to which division do we need to follow up in order to update our transferred census.

 Dear Sir, You can get the census transferred details from ministry of home and approach our office. You can visit Rural Land Division or Urban Land Division and request them to update the census details. Probably they will send you to ICT section of NLCS to update the records here. If you come directly to ICT we cannot do that without approval from Land Admin. & Management Dept. But once you go to either of the division and they will send with approval for updating.
